
Overview
Since the Road Transportation Vehicles Act was implemented in August 1969, the need for precise inspections required an improvement of the measuring devices for inspections, repairs, and for testing purposes. Currently the inspection process is divided into inspections for the precision of machines and devices according to the Vehicle Maintenance Act, and inspections for the calibration of environment measuring devices under the Act on Environmental Technology Development and Support on the date of the first installment or purchase and every year since then.
Currently, KOTSA operates eight teams from six branches throughout the nation and each team is equipped with technicians, and measuring and inspection equipments to conduct inspection tours by sectors.

- 1997. 9: Modified relevant acts on environment measuring devices and disused the first precision inspection system for environment measuring devices because of enforcement of the Environmental Technology Development and Support Act
- 1999. 4: Commissioned the authority to conduct inspections of machine and device precision by the Ministry of Construction and Transportation
Introduction
Since 1988, parking lots were mechanized since it was becoming more difficult to secure sites for parking lots and concerns about space use were intensified. As a result, a certain set of legal regulations was needed to respond to the increasing demand for an automatic parking system.
Therefore, the approval system for the installment of automatic parking systems, which obligated the applicant to meet the requirements designated by the Minister of Transportation and Construction to receive approval to build an automatic parking system, was introduced, and KOTSA began to conduct safety inspections for these systems on September 5, 1993.
The automatic parking system inspections began on June 30, 1996, then on April 28, 1997 KOTSA started to conduct usage inspections when an automatic parking system was first installed, and since March 2, 1998 we have conducted regular inspections to check whether a parking lot keeps its own original functions and safety, and the maintenance of its own functions. Currently, the automatic parking system inspection is conducted by KOTSA, KESI(Korea Elevator Safety Institute) and KPFA (Korea Parking Facility Association) but, the Drawing Safety Inspection is carried out only by KOTSA.

- '92. 9. 5 Introduced the safety approval system since the audit results conducted by the Board of Audit and Inspection of Korea found the functional performance of most of machine parking facilities were poor and unsatisfactory.

Introduction
Since the enactment and declaration of the Cableway and Track Business Act in 1977 and the enactment of its Enforcement Ordinance and Enforcement Rule in 1978, cable way inspections were conducted by railroad public service personnel or university professors under the supervision of the applicable mayor or governor. But, after the 1981 collapse of the suspension bridge in Jeju, the Ministry of Transportation issued an administrative and ordered that a joint safety inspection for cableway facilities that were more than 10-years old be conducted by university professors and KOTSA, and that KOTSA be ready to accept requests for inspections to begin the inspection of all cableway facilities, as a professional research agency, from 1983.
But, with the rapid increase of the demand for leisure, and consequently for cableway facilities at ski resorts, the existing classification techniques and inspection standards and methods, which were based on Japanese regulations, were no longer acceptable. Therefore, the relevant regulations were modified in 1994 and the proxy inspection was replaced with the inspection on consignment in 1999, which laid down the foundation for today's inspection system.
