Study Objective

By considering the significance of the role of human factors in traffic accidents, KOTSA will present legal and systemic counter plans to encourage drivers and pedestrians to observe traffic laws and regulations by reviewing penalty levels for traffic offenders.

The purpose of this study is to predict the effects of a road safety project through effect analysis on the applicable business and to set an order of priority for the investments, which will be reflected on the plans of each organization's road safety project.

Study Objective

The purpose of this study is to present appropriate improvement plans after investigating the problems on the advanced payment specified in the Automobile Accident Compensation Security Act and reviewing similar cases in other countries

Study Objective

The purpose of this study is to present the proper improvement plans after completing researches and analyses on the background and problems of the automobile insurance appropriate repair rate declaration system and reviewing similar cases in other countries.

6. Traffic Ethics Thesis and New Accident Indexes

Study Objective

The purpose of this study is to encourage traffic ethics and promote stable traffic behaviors through the establishment of traffic ethics from a macroscopic perspective and to develop an 'accident index' based on the results of a traffic psychological behavior analysis to improve road safety from a microscopic perspective.

7. Better Pedestrian Environment for Elders

Study Objective

- For the last 10 years, the traffic accident death toll has dropped from 10,000 to 7200 but, the number of people older than 61 years of age who were involved in an auto accident has increased from 1,850 to 2,170 and the rate of senior victims has increased from 17.8 percent to 30.1 percent.
- With the encroachment of the aging society, it is necessary to seek preventive measures for traffic accidents involving senior citizens. Therefore, the purpose of this study is to evaluate the current walking environment for senior pedestrians and to present some improvement plans.

- Analysis on senor pedestrian traffic accidents and their walking characteristics.
- Analysis on the locations where senior pedestrians are habitually victimized by traffic accidents and an analysis on the walking environment along major roads
- Research on the road safety education environment for senior citizens

- The walking environment evaluation analysis is expected to contribute to the establishment of a policy to improve walking environment, and will provide valuable reference data.
- The study results are expected to be used as basic data for designating 'senior safety zones' to protect the rights of senior citizens to move and walk.

8. A Study of Intersection Safety

Study Objective

The purpose of this study is to present improvement plans by analyzing the characteristics of intersections in which traffic accidents frequently take place, and to determine the relationship between such characteristics and traffic accidents.

- Pattern research on representative intersection accidents
- Comparison analysis between intersection patterns and pedestrian safety.

9. Commercial High-Risk Driver Management

Study Objective

Currently, commercial vehicle drivers cause more deadly traffic accidents than non-commercial drivers. Thus, the purpose of this study is to present more effective plans to control the drivers who are frequently involved in traffic accidents by analyzing the current status of transportation company's control system over such drivers.

- Analysis of the personal natures of the drivers who are frequently involved in traffic accidents and the surrounding environment factors
- Present plans to control the drivers who get into accidents

This study is expected to contribute to reinforcing the safety awareness of drivers and to prevent traffic accidents through effective control of transportation company drivers who are frequently involved in traffic accidents.

10. Accident Evaluation and Management Skill Improvement

Study Objective

The purpose of this study is to prepare and introduce a pilot project for a systematic and effective accident investigation on the traffic accidents associated with loss of life, which take place on the road network under the jurisdiction of the Road and Transport Authority (RTA).

This study is expected to present new methods to invest into traffic accidents that are not confirmed in Article 50 Paragraph 1 of the Road Safety Act.

11. New Road Safety Management (Korea Collaboration with Germany)

Study Objective

The purpose of this study is to establish effective guidelines to prevent defects that are non-compliant with safety rules on the local roads under the jurisdiction of the local governments and to save on the cost for improvement measures by introducing the road safety diagnosis techniques implemented in an advanced traffic nation (Germany)

- Analysis of the actual conditions and identification of the structure and characteristics of the RTA road data.
- Analysis of road design procedures and selecting pilot projects
- Design diagnosis of existing or planned transportation facilities and development of road safety diagnosis guidelines and training programs for diagnosis experts.

Expected Effects

This joint study with Germany, one of the only nations to operate a continuous education system for diagnosis personnel, is expected to contribute to the establishment of a desirable road safety diagnosis system.
